Under the current procedure, when a contractor
relinquishes his license by non -renewal, revocation, or death the license number has been
permanently retired. The Board has been asked if it could, under specified circumstances,
issue a new license with a retired number or transfer a retired number to an existing license.
DISCUSSION
The licenses for pump installation and/or well construction issued by the Board are now and
have historically been assigned a sequential number. The number does not designate the
type of license or the limitations placed on the license, but is simply used to identify the
person holding the license. The re -issuance of a retired number to a different person should
not cause or create any problems in the licensing procedures of the Board, in the records of
the Board and the State Engineer, in the issuance of bonds or other financial responsibility, or
in the identification of the person holding the license if certain conditions are met prior to re -
issuance of the number.
POLICY
Because there is no reason to believe that record maintenance, bond issuance, or contractor
identification will be adversely affected by re -issuance of a retired number; the Board has
determined that re -issuance or transfer of a retired number can occur under the following
circumstances:
■ The person seeking the number must be a direct relative of the person who last
held the license, or must be or have been a key individual within the company
or corporation operated by the person who last held the license.
JOSEPH T.
