Under the current procedure, when a contractor <br />relinquishes his license by non -renewal, revocation, or death the license number has been <br />permanently retired. The Board has been asked if it could, under specified circumstances, <br />issue a new license with a retired number or transfer a retired number to an existing license. <br />DISCUSSION <br />The licenses for pump installation and/or well construction issued by the Board are now and <br />have historically been assigned a sequential number. The number does not designate the <br />type of license or the limitations placed on the license, but is simply used to identify the <br />person holding the license. The re -issuance of a retired number to a different person should <br />not cause or create any problems in the licensing procedures of the Board, in the records of <br />the Board and the State Engineer, in the issuance of bonds or other financial responsibility, or <br />in the identification of the person holding the license if certain conditions are met prior to re - <br />issuance of the number. <br />POLICY <br />Because there is no reason to believe that record maintenance, bond issuance, or contractor <br />identification will be adversely affected by re -issuance of a retired number; the Board has <br />determined that re -issuance or transfer of a retired number can occur under the following <br />circumstances: <br />■ The person seeking the number must be a direct relative of the person who last <br />held the license, or must be or have been a key individual within the company <br />or corporation operated by the person who last held the license. <br />JOSEPH T.
