ADMINISTRATION PROTOCOL <br />Data Logger Criteria <br />Division One — South Platte River <br />This protocol addresses the minimum standards required for all new installations of flow <br />recording devices used to document surface diversions and releases and all new <br />recharge and headgate wells in the South Platte River basin unless another type of flow <br />recorder is specifically required by the water commissioner or the water user obtains the <br />expressed written consent of the water commissioner to install a nonconforming flow <br />recording device. The data logger must: <br />1. be able to communicate via Pocket PC compatible handheld device (Windows <br />CE Operating System) or Windows based Laptop and/or capable of receiving a <br />Secure Digital (SD) Memory Card or Universal Serial Bus (USB) Flash Drive; <br />2. be capable of recording data at a minimum of 15 minutes intervals; <br />3. have a local display that shows the current stage, instantaneous discharge rate <br />and daily discharge volume for surface diversions or the instantaneous flow rate <br />and previous day's cumulative volume pumped for well diversions'. <br />4. have a permanent, non -erasable log capable of holding a minimum of 180 days <br />of 15 minute data before overwriting (log wrapping) or download; <br />5. have a real time, internal clock with battery backup; <br />6. use off-the-shelf batteries commonly available at the local hardware store. <br />The user must provide, at no cost to the state or water commissioner, any software <br />required to setup and download the data from the data logger. In the event the water <br />commissioner authorizes the use of a nonconforming data logger, all devices and <br />software required to communicate with the data logger must be provided to the water <br />commissioner at no cost. <br />Data loggers that have the following capability are preferred, but such capabilities are <br />not required in order to comply with the protocol: <br />• be able to be interrogated from the front panel and NOT require a Laptop or <br />handheld device to be set up; and, <br />• have an event log that shows changes to the set up. <br />' If the data logger reports the required data electronically via telemetry, the data logger is not <br />required to be equipped with a digital display. <br />Data Logger Protocol <br />Effective April 26, 2010 <br />
