ADMINISTRATION GUIDELINE <br />Purpose and Types of Documents <br />Division One — South Platte River <br />This guideline describes the three types of documents relied upon in the administration <br />of the South Platte River by the Division 1 Engineer's office. The purpose of the <br />documents is to communicate the division engineer's understanding of statutory <br />responsibility and promote consistent, equitable administration. <br />A Guideline provides direction regarding the way the division engineer staff interacts with <br />water users, public data or other administrative agents. <br />A Protocol prescribes a methodology or action that must be followed in order for the <br />division engineer to acknowledge the associated result. For example, in order for the <br />division engineer to credit recharge accretions to the river in the absence of a specific <br />decree, the Administration Protocol — Recharge must be followed. To the extent a <br />specific decree does not address issues of administration; the recharge protocol would <br />provide guidance regarding such administration. <br />A Rule is implemented in accordance with rule making procedures and is subject to <br />review by the water court.
