ADMINISTRATION GUIDELINE
Purpose and Types of Documents
Division One — South Platte River
This guideline describes the three types of documents relied upon in the administration
of the South Platte River by the Division 1 Engineer's office. The purpose of the
documents is to communicate the division engineer's understanding of statutory
responsibility and promote consistent, equitable administration.
A Guideline provides direction regarding the way the division engineer staff interacts with
water users, public data or other administrative agents.
A Protocol prescribes a methodology or action that must be followed in order for the
division engineer to acknowledge the associated result. For example, in order for the
division engineer to credit recharge accretions to the river in the absence of a specific
decree, the Administration Protocol — Recharge must be followed. To the extent a
specific decree does not address issues of administration; the recharge protocol would
provide guidance regarding such administration.
A Rule is implemented in accordance with rule making procedures and is subject to
review by the water court. Once approved, a rule has the status of law in accordance
with the authorizing statute.
Administration Guideline — Purpose and Types of Documents
December 21, 2007
