NETTLES, Division Engineer <br /> DATE: April 26, 2013 <br /> SUBJECT: PROCEDURE FOR COMMUNICATING TRANSIT LOSSES IN WY2013 <br /> In anticipation of another potentially very dry year in 2013, Division One is establishing a new process to <br /> communicate its assessment of transit losses to water users along the main stem of the South Platte <br /> River below Chatfield Reservoir. The intent of this procedure is to implement a transparent process that <br /> will result in more advanced notice to water users of any potential increases in transit losses based on <br /> river and climatic conditions. <br /> 1. On the third Wednesday of each month (beginning May 15, 2013) Division One will send an <br /> email to the Division One call list informing water users of the water commissioners' assessment <br /> of the current transit loss rate and a forecast for the next upcoming month. <br /> a. The forecast is intended to be a preliminary assessment and may not include a specific <br /> value, but rather indicate whether the current transit loss rate is expected to remain <br /> stable, increase, or decrease based upon certain river and climatic conditions. <br /> 2. Water users may reply to the email notification with any applicable data or other factual <br /> information that may provide additional insight or assist the division engineer and water <br /> commissioners in their consideration of what the transit losses along portions, or the entire length, <br /> of the South Platte River below Chatfield Reservoir main stem are, or may be for the upcoming <br /> month. <br /> 3. On, or around, the 30th of each month the division engineer and water commissioners will <br /> finalize their assessment and establish a transit loss rate for the next upcoming month. This <br /> value will be communicated via email on, or around, the 30th of each month to the Division One <br /> call list. <br /> 4. We will continue this procedure until conditions along the main stem become more stable and <br /> predictable. <br /> Disclaimer: In the event that the South Platte River basin experiences unstable conditions (i.e., large or <br /> sudden rainfall events or any other unexpected events)that may immediately affect transit losses, the <br /> division engineer and water commissioner may change the transit loss rates effective immediately, and <br /> without following the above-referenced procedures. In this instance, notification will still be provided via <br /> the Division One call list as soon as practicable. <br /> Note: This memorandum does not create or establish policy, rules, or regulations regarding water <br /> administration and does not fall within the scope of such rules or regulations under C.R.S. § 37-92- <br /> 501(2). Nor is this memorandum intended to establish any precedent or binding norm in any <br /> administrative or judicial proceeding in Division One or any other water division. <br /> DLN/dws <br />
