A copy of the Inspection Report is enclosed. The finding from this inspection concludes that the project is rated as "Minimally Acceptable". Projects receiving this rating remain eligible for assistance under the Public Law 84-99 program. The deficiencies noted were as follows (reference report & photos for approximate locations and further discussion): 1. Encroachments 2. Erosion/Bank Caving 3, Animal Control 4, Culverts/Discharge Pipes One of the areas of the levee where soil cement was used for the slopes (approximately Station 10+00 to 20+00) has deteriorated so badly that it could fail in the next high wCllter event. Deep rutsferosion of the slope is on-going. This area was identified in the 2005 Inspection Report. In a letter dated 26 April 2005 from the city of Wiggins it stated that this deficiency was ~,oing to be corrected, This deficiency must be corrected by next inspection, or the FRP will have to be made "Inactive" in the PL 84- 99 Program. Another inspection item that needs attention is to establish an Animal Control Plan for the animal holes and the ant hills that are taking over parts of the FRP, Animal control is an on-going problem with some FRP, and must be managed. As the public sponsor, you must submit a plan to correct the deficiencies noted in the report to the Corps within 30 days of receipt of this letter. Your next biennial inspection for this flood control project is scheduled for 2009. Please take time to read the new inspection report as its format and rcltings have changed this year. Please call if you have any questions. Depending on the different components comprised in the FRP (levees, channels, drainage systems, pumping stations), it can be considerably longer and more detailed, Inspection Items are now called Individual Item/Components (IIC), The Project Condition is now called the System Rating. IIC can be rated "Unacceptable", but the overall FRP's System Rating can still be rated as "Minimally Acceptable". The time period for fixing a I/C deficiency has been extended to 2 years, if the sponsor can justify the needed time, otherwise allllC deficiencies must be corrected by the next inspection. Another requirement of the sponsor is to confirm the condition of all pipes in the FRP by using television camera video taping or visual inspection methods every 5 years. A report should be on hand and made available to the inspector for each pipe during inspections. LeISt/y, depending on the overall System Rating, a copy of the inspection report will be shared with other agencies such as your county and state emergency management offices, FEMA and to the Congressional delegation, so that those agencies involved in flooding response are all aware of your FRP's statlls in the Public Law (PL) 84-99 Program, Since Hurricane Katrina, the U.S, Army Corps of Engineers (USACE) and other agencies have been reviewing their policies concerning inspections of FRPs, Vegetation within 15 feet of a levee toe or within 50 feet of a dam embankment will not be allowed unless the project's Right-of-Way does not extend that far.
