<br />SECTION 1. Short title. This act shall be known and may
<br />be titedas,.the "Watet'Cohservation Act'of 1991".
<br />
<br />:SECTION'Z. Leqislativedeclaration;. The:-:general assembly
<br />hereby finds 'ariddeclares,that,il1 'view" of ,the increasing
<br />competition and demand for water in the state of Colorado, it
<br />".;s thepurpose-',of 'this act and the, 'poHcyof the state to
<br />enhancethe>effitiencywith which water is used to meet end
<br />uses, with'the'objective.of making water available for all
<br />beneficial uses in Colorado.

<br />- SECTION 3. 37-60-106(1), Colorado Revised Statutes,
<br />1990 Repl. Vol., is amended BY THE ADDITION OF A NEW PARAGRAPH
<br />to read:
<br />
<br />37-60-106. Duties 'of the board., (1). I,tis the duty of
<br />the board to promote the conservation of the' waters of the
<br />state of Colorado in order'to secure the greatest utilization
<br />of such waters arid the utmost prevention of floods; and in
<br />particular; and without limiting the general character of this
<br />section, the board has the power and it is its duty:
<br />
<br />(I') TO FOSTER THE CONSERVATION OF THE WATER OF THE STATE
<br />
