Lagged historical return <br /> flow releases will generally be made from Lake Meredith but may also be made from Pueblo <br /> Reservoir or by utilizing Colorado Springs' fully reusable return flows available at the mouth of <br /> Fountain Creek. <br /> F. Pueblo Reservoir Excess Capacity Storage <br /> Contract No. 16XX650031, United States of America, Department of the Interior, Bureau of <br /> Reclamation, Fryingpan-Arkansas Project, which is titled "Master Contract between the United <br /> States of America and Southeastern Colorado Water Conservancy District for the Use of Excess <br /> Capacity in the Facilities of the Fryingpan-Arkansas Project" (Master Contract) was signed in <br /> December of 2016. The contract is for a forty-year term and allows the SECWCD to annually utilize <br /> up to 29,938 acre-feet of excess capacity storage in Pueblo Reservoir, if and when available. The <br /> excess capacity storage is utilized by subcontracting with master contract participants for the <br /> storage of non Fryingpan-Arkansas Project water and Fryingpan-Arkansas Project water return <br /> flows. The purpose of the master contract is to provide for more storage opportunities for entities <br /> that utilize excess capacity contracts. <br /> As a master contract participant, Lower Ark benefits from the storage opportunities provided by the <br /> Master Contract,which has been used by the Catlin Pilot Project to store water exchanged to Pueblo <br /> Reservoir and will be by this Pilot Project for the same purpose. Lower Ark's contract currently allows <br /> for a minimum excess capacity storage of 2,500 acre-feet per year, though the storage may be <br /> increased to 5,000 acre-feet per the terms of the November 2, 2016 subcontract between the <br /> Southeastern Colorado Water Conservancy District and Lower Ark. It is anticipated the storage will <br /> Martin and Wood Water Consultants,Inc. <br />
