was little discussion on ground water and even less on Designated Ground Water. He asked about the water supply for the small towns in the basins. Mr. Longenbaugh also advised Ground <br /> Water Commission Meeting Minutes Page 8 August 15, 2014 that the Commission be actively involved in the development of the land in the basins, noting that subdivisions are being approved <br /> by the counties and though these decisions impact the Commission and Basins, the Commission has no input. He urged the Commission to be proactive, not reactive in basin development. <br /> He believes that the commissioners should contact the office of the State Water Plan and provide input into the report. Permit activities are summarized as follows. <br />Small capacity: <br />119 small-capacity new and replacement well permit applications were received <br />103 small-capacity new and replacement well permits were issued <br />Large Capacity: <br />43 large-capacity new and replacement well permit applications, and Determination of Water Right applications, were received <br />28 large-capacity new and replacement well permits and Determinations of Water Rights were issued <br />5 large-capacity well permits were canceled <br />Table 2 provides details on the individual pending large-capacity new and replacement permit applications and Determination of Water Right applications. <br />Change Applications <br />Table 1 also gives a breakdown, by basin, of change of water right application activities for the last quarter: <br />5 new change applications were received <br />28 change applications were approved <br />Table 3 provides details on the individual pending change of water right applications. <br />Final Permit Activities <br />Below is a summary of the status of permits subject to Final Permitting as of October 31, 2014. They will be receiving an order for the 2014/’15 water year reducing the well’s allowable <br /> withdrawal by 24 acre-feet. <br />HORSE LLC was found to be using a commercial well permit for unpermitted purposes in a feedlot. Mr. Richardson has submitted an application to remedy the violation. <br />Arikaree GWMD <br />Staff met with Steve Beedy in October to discuss the ongoing violations associated with his large and small capacity wells, which were being operated for unpermitted industrial uses. <br /> Since this meeting, Mr. Beedy is believed to have ceased the illegal operation of the wells. Staff will be performing a field inspection to verify compliance. Should a violation be <br /> discovered, an immediate cease and desist order shall be issued <br />It has been reported by the district that Donald Richards is using a stock well in a feedlot. Staff has just initiated its investigation, and a show cause letter will be issued. <br />Plains GWMD <br />Buol Farms is believed to be using three small capacity wells permitted for Confined Animal Feeding Operations for irrigation. A show cause letter was send to Mr. Buol on September 26th, <br /> and we never received a response. Staff will be investigating the wells.
