Until recently Meridian Ranch was not aware that some of these ponds may not have the necessary water rights for storage. Figure 1 shows the locations ofPonds B and C on <br /> the golfcourse and Pond A in the open space. Pond A is strictly a detention pond, with all inflow associated with storm events being passed. Pond A is strictly used to regulate peak <br /> discharge from storm events according to the El Paso County standards. While Pond A is unlined and is used solely as a detention pond, Ponds B and C are fully lined and act as retention <br /> ponds for a portion of their storage capacity. Within each of Ponds B and C, there is a riser pipe which acts as an overflow when inflow reaches the elevation ofthe riser pipe. As the <br /> water level elevation in the ponds increases above the riser pipe, water inflows above this set elevation are released from the pond back to a natural channel. In this way, water that <br /> is stored below the overflow is retained in the ponds. Since Meridian Ranch was in compliance with all State of Colorado and El Paso County Storm Water Regulations, Meridian Ranch believed <br /> that these ponds were in compliance with all regulations. Going forward, to prevent waters of the state, or designated <br /> ground water, from being stored, Meridian Ranch proposes that the following procedure be followed in the operation of Ponds B and C: (1) Install a float or sensor at the riser overflow <br /> elevations so that when water levels drop below the top ofthe riser pipe, water can be input to the pond, as needed, to maintain the water level at the overflow elevation. In this way, <br /> when storm flows enter either Pond B or Pond C, the inflows will be passed through the riser pipe. Supplemental water that is input to Ponds B and C will be Meridian Ranch reusable <br /> effluent which will be delivered from the golf course pipe to these ponds. Supplemental water will be provided to maintain the riser pipe elevation, as the filing device calls for water, <br /> and when needed to keep the pond full to the riser pipe elevation. The surface area of Ponds B and C at the elevation ofthe riser pipe will be calculated from existing contour mapping <br /> of the ponds. This surface area will be used to estimate the gross evaporation from the pond. Evaporation will be calculated using the annual evaporation rate from the NOAA Technical <br /> Report NWS33, and this rate will be distributed on a monthly basis consistent with Section 1 1 of the General Guidelinesfor Substitute Water Supply Plansfor Sand and Gravel Pits. (2) <br /> (3) Reusable effluent associated with Meridian Ranch's first use of reusable water will be the supplemental water supply to offset evaporative losses. The volume of reusable effluent <br /> from the golfcourse water line will be metered going into Ponds B and C to refill any water lost due to evaporation. The water provided from Meridian Ranch sources will be the greater <br /> of the evaporative loss or the volume necessary to keep the water elevation at the overflow level on the riser pipe. Meridian Ranch will maintain a weekly accounting system which demonstrates <br /> that there is no storage of native flows in either Pond B or Pond C. (4) Through proper accounting, Meridian Ranch can show that it is not storing any native flows, so this operating <br /> procedure modification will also rectify the current situation, where there could be storage of either surface water or designated ground water.
