<br />Enforcement Items and Actions <br /> <br />Enforcement actions performed by staff this quarter are summarized below: <br /> <br />Upper Black Squirrel: <br />Staff performed a second field inspection for the Woodmen Hills Subdivision. The purpose of the investigation was to verify specifics identified in the subdivision’s proposed replacement <br /> plan. The inspection confirmed that the subdivision is withdrawing groundwater through its underdrain and pond system without the proper permits or replacement plan in place. Staff <br /> is currently working on a Cease and Desist Order. <br /> <br />Kiowa Bijou: <br />Martin Pope was using a stock well to fill a pond for commercial purposes. A field inspection has confirmed that Mr. Pope has ceased this use and is now operating within the conditions <br /> of his permit. <br /> <br />Central Yuma: <br />Staff received information from the Ground Water Management District claiming that Richard Nelson has been irrigating illegally expanded acres. On April 27, 2006 Mr. Nelson filed an <br /> Expansion of Acres application. Staff is currently evaluating this application. <br /> <br />Plains: <br />Staff received information indicating that Mark Hornung was preparing to expand his irrigated acres without first obtaining GWC approval. A certified letter was sent Mr. Hornung defining <br /> the land area that he was permitted irrigate. The letter also stated that an unannounced field inspection would be performed in May or June to verify that he is irrigating in compliance <br /> with his permit. The field inspection has not yet been performed. <br /> <br />Miscellaneous <br /> <br />Staff has been working with the Republican River Water Conservation District on the consultation process for their water conservation programs. <br /> <br />The State Engineer has hired Dave Keeler to fill the new Water Commissioner for the Republican River Basin. <br /> <br />Staff has been working on migrating some of our Denver Basin Aquifer permitting information into digital format using GIS. <br /> <br />Staff has spent time performing field inspections for large capacity change of well location applications. <br /> <br />Staff met with the POW (Protect Our Wells) organization in El Paso County, giving a presentation to discuss the subdivision review process. <br /> <br />A push to collect Statements of Beneficial Use has been initiated, using overtime of 8 members of the State Engineer’s staff. <br /> <br />A new Team Leader, Keith Vander Horst, was hired for the Designated Basin’s Team of the State Engineer’s staff. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Memorandum to Hal Simpson Page 3 <br />Quarterly Commission Staff Activity Report <br />May 19, 2006 <br /> <br /> <br /> <br />W:\GWC Meetings\May 2006\StaffReportMay06.doc <br /> <br />C.
