<br /> <br />Enforcement Items and Actions <br /> <br />Enforcement actions performed by staff this quarter are summarized below: <br /> <br />Northern High Plains <br />- This quarter staff has continued its effort to ensure that the State of Colorado meets its obligations pursuant to the Republican River Compact. During 2006, staff identified 1,016 <br /> illegally expanded acres in the Sand Hills and W-Y GWMDs. 966 of those illegal acres have been taken out of production; the remaining 50 acres are currently being applied for. <br /> <br />W-Y <br />This quarter staff continued its review of irrigated acres and large capacity wells within the W-Y GWMD. The following violations were discovered: <br /> <br />-Roger Koenig was identified as using an irrigation well to irrigate illegally expanded acres. Mr. Koenig has agreed to reduce the irrigated acreage the permitted allocation. <br /> <br />-Richard Taylor was identified as using an irrigation well to irrigate illegally expanded acres. Mr. Taylor has agreed to reduce the irrigated acreage to the permitted allocation. <br /> <br />-Ronald Korf was identified as using an irrigation well to irrigate illegally expanded acres. We are currently working with the Ronald to correct the violation. <br /> <br />-Robert Korf was identified as using an irrigation well to irrigate illegally expanded acres. Robert has agreed to reduce the irrigated acreage to the permitted allocation. <br /> <br />-Harry Salvador was identified as using an irrigation well to irrigate illegally expanded acres. Mr. Salvador has submitted an application to expand the acres irrigated by the well. <br /> <br />-Merle Wilkins was identified as using an irrigation well to irrigate illegally expanded acres. A certified letter was sent to the owner, and we are currently awaiting his response. <br /> <br /> <br />-Franson Farms has been identified as using two irrigation wells to irrigate illegally expanded acres. A certified letter was sent to the owner, and we are currently awaiting his response. <br /> <br /> <br />-Seeds Ranch Inc. has been identified as using an irrigation wells to irrigate illegally expanded acres. A certified letter was sent to the owner, and we are currently awaiting his <br /> response. <br /> <br />-John Hickert has been identified as using an irrigation well to irrigate illegally expanded acres. A certified letter was sent to Mr. Hickert, and we are currently awaiting his response. <br /> <br />Sand Hills GWMD <br />- Staff received an anonymous complaint indicating that a small capacity commercial well owned by the Wauneta Community Center was being used for unpermitted stock use. The board of <br /> directors for the community center submitted an application to change the use of the well. The well is now operating in compliance with its final permit. <br /> <br />Kiowa Bijou <br />- Staff received information indicating that a small capacity well was being used to supplement an irrigation well. Staff performed a field inspection which revealed that the complaint <br /> was unfounded. The matter has been closed. <br /> <br />Lost Creek <br />- A complaint was received concerning an unregistered well being used to fill a fish pond. The owner, Lawrence Stoddard, has been contacted and the violation was verified. Staff is <br /> currently working with Mr. Stoddard to correct the violation. <br /> <br /> <br />Miscellaneous <br /> <br />Staff continues to work on enforcement of meter requirements within the Republican River basin (the Northern High Plains minus East Cheyenne MD) expected for the 2008 irrigation season. <br /> Compilation of the identification of well ownership and mailing addresses is ongoing. Any database or information on well ownership that the Management Districts may have and could <br /> provide would be useful. <br /> <br />Staff continues to work with the Republican River Water Conservation District by providing well users information about the District’s water conservation programs, specifically what <br /> the well owner’s well permitting options and obligations are upon entering a retirement program. <br /> <br />Staff provided to GWMDs, for their review and comment, a draft guideline dealing with evaluation of replacement plans, which would assist Staff in the processing and evaluation of these <br /> plans. <br /> <br />As time allows, Staff has been working on migrating some of our Denver Basin Aquifer permitting information into digital format using GIS. <br /> <br />Staff has spent time performing field inspections for large capacity change of well location applications. <br /> <br />Staff has spent time performing field inspections for wells in the final permit process. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Memorandum to Hal Simpson Page 3 <br />Quarterly Commission Staff Activity Report <br />May 18, 2007 <br /> <br /> <br /> <br />W:\GWC Meetings\2007 5May\StaffReportMay07.doc <br /> <br />C.
