<br />Enforcement Items and Actions <br />Enforcement actions performed by staff this quarter are summarized below: <br /> <br />NORTHERN HIGH PLAINS: <br />Plains GWMD <br />- Staff received a report from the District that Allen Schutte had failed to submit his rotation of acres description by the March 15th deadline for the 2008 irrigation year. Staff <br /> sent a letter to Mr. Schutte requesting his 2008 rotation description. He has submitted his description, and he is now in compliance with his Rotation of Acres Order. <br /> <br />Central Yuma GWMD <br />- Staff continues to work with Birdsall Young Jr. on correcting his illegally expanded acres violation and come into compliance with his Final Permit. <br /> <br />KIOWA BIJOU: <br />Kiowa Bijou GWMD <br />- Staff received a complaint from the District stating that Rick Christensen has excavated a pond that has exposed ground water. Staff has sent a “show cause” letter to Mr. Christensen <br /> and we are waiting for his response. <br /> <br /> - Staff received a complaint from the District stating that Gary Lavoie has excavated a pond that has exposed ground water. Staff has sent a “show cause” letter to Mr. Lavoie and we <br /> are waiting for his response. <br /> <br />LOST CREEK: <br />- Staff investigated a complaint involving a small capacity well being used for un-permitted uses (commercial use in a greenhouse operation). A field inspection was performed and the <br /> well was identified as being used in violation of its permit. The well owner has since applied to change the use of the well to include small capacity commercial use. <br /> <br />Miscellaneous <br /> <br />The petitions by Mr. Richard Uhrick and Mr. Craig Kroskob to alter the boundaries of the Kiowa-Bijou Designated Ground Water Basin have been published. Two objections to the petitions <br /> were received. The hearing before the Hearing Office has been rescheduled for August 4 through 7, 2008. <br /> <br />Pioneer’s request to de-designate portions of the Northern High Plains Basin is set for a hearing before the Hearing Officer during the first 3 weeks of June, 2008. <br /> <br />The proponents of the change in the Rules dealing with Republican River Compact Compliance Wells have not pursued any further change in the rules to provide for new appropriations for <br /> Republican River Compact Compliance Wells. <br /> <br />Justina Mickelson was hired to fill the vacant Physical Science Researcher Scientist position and began work on March 24. Justina has begun working on evaluation of Determinations of <br /> Water Rights. <br /> <br />Sarah Reinsel has recently transferred within the State Engineer’s Office from the Designated Basin’s Team to Team 237 (covering the southern area of the state).
