Enforcement Items and Actions Enforcement actions performed by staff this quarter are summarized below: Northern High Plains Arikaree GWMD -Last quarter, Chester Wieser was identified as using an irrigation well to irrigate illegally expanded acres. A show cause letter was sent to Mr. Wieser in March and we have since received an application for expanded acres. Following the authorization of expanded acres, a field inspection will be performed to verify compliance. -Robert Boyd was identified as using an irrigation well to irrigate illegally expanded acres. It was also discovered that Mr. Boyd has not installed a measurement device on his well as required by the Republican River Measurement Rules. A show cause letter was sent to Mr. Boyd in March and we have since received a response from him indicating that he does not believe he is irrigating illegally expanded acres. We are currently investigating his claim. Mr. Boyd is scheduled to have a measurement device installed in May. A field inspection will be performed in May to verify compliance with the Measurement Rules, and we will proceed with the investigation of the illegally expanded acres. Upper Black Squirrel Creek Upper Black Squirrel GWMD Creek -Kevin Parker who, as reported last quarter, was identified to be using his small capacity well for unpermitted uses, is now operating the well in compliance with the permit. Kiowa Bijou North Kiowa Bijou -It was reported that CDOT has excavated into the water table and exposed ground water without a well permit. A show cause letter has been sent to a supervising manager of the project and we are currently awaiting his response. Miscellaneous Chris Grimes continues to spent considerable time and effort assisting the new Republican River Well Measurement team and reviewing Power Conversion Coefficient and flow meter test report forms being submitted by well owners. Movement of personal within DWR to accommodate work load in all teams statewide continues to leave the Designated Basin’s team with 2 empty positions which will not be filled in the foreseeable future due to the State’s current hiring freeze.
