Enforcement Items and Actions <br /> <br />Enforcement actions consisted of complaints concerning small capacity well permits or lack thereof, large capacity wells being used for un-permitted uses, and a commingled operation <br /> not fulfilling administrative requirements. <br /> <br />In the Upper Black Squirrel Designated Basin, we received a complaint regarding a well permitted for household use only being used for domestic purposes. The well owners, through application, <br /> have been approved for the change of use and the enforcement action has been resolved. <br /> <br />In the Northern High Plains, staff responded to a complaint regarding a large capacity well permitted for irrigation and commercial purposes with un-permitted expanded acres in the Frenchman <br /> GWMD. It was also noted that a holding pond on the property might have exposed groundwater. With the help of Aaron Nein, Frenchman district manager, this matter has been resolved <br /> and the owner is in compliance. <br /> <br />In the Kiowa Bijou Designated Basin, staff is currently working on an enforcement action involving a commingling operation within the North Kiowa Bijou GWMD. Staff and the district <br /> are currently working together to ensure the well owner meets the administrative requirements set by the commingling order. <br /> <br />Also in the Kiowa Bijou Designated Basin, staff responded to a complaint claiming that a domestic well was being used for commercial purposes, and the water from the domestic well was <br /> also being used to water a neighbor’s lawn and stock. Staff is currently working with the well owner to resolve the matter. <br /> <br />Miscellaneous <br /> <br />Staff spent time this quarter participating in other duties, of which are presented below: <br /> <br />Staff has attended various water quality meetings with the Water Quality Control Commission. <br />Staff attended the Republican River Ground Water Modeling Committee meetings. <br />Dave McElhaney has been named the Supervisor of the Geotechnical Branch. <br /> <br />Mike Shimmin, on behalf of Schubert Ranches, formally requested that the Upper Black Squirrel Creek Management District curtail 21 wells that withdraw water from the alluvium in the <br /> Upper Black Squirrel Creek Basin. Responsibility for administering this request for curtailment lies with the District as stated in the Goss Supreme Court Decision. A copy of this <br /> request has been included in your Commission packets for your information. <br />
