Enforcement Items and Actions Enforcement actions performed by staff this quarter are summarized below: - Dave Keeler and Chris Grimes continued their enforcement work in the Northern High Plains, identifying large capacity wells that were believed to be operated in violation of their final permits during the 2006 irrigation year. Because these wells have been shut down for the growing season, the irrigators are not in violation at this time, however, certified letters have been sent to these irrigators to gain and ensure compliance with their well permits before the wells are reactivated in the spring. This proactive approach should be helpful in preventing our office from writing duplicate letters in the spring, as well allow the irrigator ample time to correct the violation before planting their fields. These wells will be the first wells inspected come April. The following is a list of these violators by Ground Water Management District: W-Y - Robert Korf - two wells irrigating illegally expanded acres. - Ruben Richardson – illegally expanded acres. - Mekelburg Farms – illegally expanded acres. - RMR Ranches – illegally expanded acres. - Harry Salvador – illegally expanded acres. - David Crossland – illegally expanded acres. Sand Hills - Walter Bradford – illegally expanded acres. - Robert Martin – illegally expanded acres. Arikaree - Paul Gering – illegally expanded acres. Plains - Mark Hornung – illegally expanded acres/violation of rotation of acres contract. Upper Black Squirrel Creek - Four small capacity wells within the Sylvan Meadows subdivision were discovered to be in violation of their well permits. These owners have been contacted, and they are now working towards compliance. Miscellaneous Staff continues to work on enforcement of meter requirements within the Republican River basin (the Northern High Plains minus East Cheyenne MD) expected for the 2008 irrigation season. Compilation of the identification of well ownership and mailing addresses is ongoing. Any database or information on well ownership that the Management Districts may have and could provide would be useful. Staff continues to work with the Republican River Water Conservation District on the consultation process for their water conservation programs. Replacement plan workload has increased due to both an increase in the number of plans submitted and an increase in complexity of the plans. Staff is working on standardizing the decision making for these plans to assist with the evaluation procedure. As time allows, Staff has been working on migrating some of our Denver Basin Aquifer permitting information into digital format using GIS. Staff has spent time performing field inspections for large capacity change of well location applications.
