Photos shows the culverts are washed out and damage to the road (Photo provided by La rimer County via BEMA). <br />From the early morning hours of September 12th, access to areas affected by the flooding ranged <br />from difficult to impossible and reports were being received second hand from emergency <br />response personnel and those sheltered in place. On Tuesday, September 17, 2013 the Colorado <br />Division of Homeland Security and Emergency Management (CDHS & EM) secured access via <br />helicopter for a Dam Safety Engineer to conduct an aerial inspection of dams in nort hern Boulder <br />and southern La rime r counties. The purpose of the reconnaissance mission was to assess the <br />dams in the area and report any threatening situations. It was confirmed that the Big Elk <br />Meadows dams had fully breached and that the dams did not present an ongoing threat. During <br />this initial dam safety reconnaissance, the helicopter was also able to fly over Pinewood Springs to <br />view Crow Lane No. 1 dam. Crow Lane No. 1 dam is a small, High hazard structure completed in <br />2008 for the Pinewood Springs Water District. A photo taken from the air on September 17 is <br />shown in Figure 6. The dam embankment can be seen in the center of the photo and the <br />emergency spillway is the concrete structure on the left. As a small, High hazard dam the <br />emergency spillway at Crow Lane No. 1 dam was designed for 90% of the PMP rainfall. Note the <br />large concrete lined spillway channel relative to the size of the embankment.
