Simpson, P.E. <br />Secretary <br />INTRODUCTION: <br />The license renewal period beginning in 2006 includes a statutory requirement for the <br />fulfillment of 8 hours continuing education prior to license renewal. The Board adopted <br />Rules and Regulations for Administration of Licensing, Financial Responsibility, <br />Continuing Education and Remedial Action (BOE Rules), 2 CCR 402-14, in part, to <br />assist in development of the continuing education program. Rule 8 of the BOE Rules <br />explains the continuing education requirement and course accreditation process. <br />DISCUSSION: <br />The accreditation process described in Rule 8.2 et seq was adopted to set guidelines for <br />determining the suitableness of educational programs and for assigning a number of <br />continuing education hours to be awarded to a program. In its evaluation of a program or <br />course curriculum, the Board must determine which parts of the course are directly or <br />peripherally related to the water well industry and how much actual time is dedicated to <br />the eligible subjects. The Board also looks at the quality of a proposed curriculum in <br />terms of its ability to provide a degree of diversification and person -to -person interaction. <br />It is the Board's position that subjects and courses that are redundant and/or that do not <br />afford an opportunity for person -to -person interaction are less desirable than those that <br />address a variety of educational topics and are based on person -to -person interaction. For <br />that reason the Board has adopted the following policy with respect to online or internet <br />education and training and for continuing education training that is solely related to <br />safety issues. <br />POLICY: <br />To promote personal interaction in the continuing education process, the Board adopts <br />the following policy limiting the number of hours of continuing education to be obtained <br />annually for the renewal of a license: <br />For the renewal of a license to contract, the Board will accept no more than four <br />(4) hours of approved continuing education annually that was obtained by internet <br />or on-line participation. <br />TIMOTHY L.
