Ground Water Commission Meeting Minutes Page 16 <br /> May 16, 2025 <br /> Acting Chairman Noble called for agenda item no. 10, new business. <br /> a) Location of August Commission meetings since 2001 <br /> Acting Chairman Noble asked the Commission if there was any thoughts or input <br /> for locations to hold the August Commission meeting. Hearing no comments, <br /> Acting Chairman Noble thought one potential project that might be worth <br /> touring would be the transmountain diversion infrastructure related to the <br /> Fryingpan-Arkansas project near Leadville. <br /> Commissioners Payne and Pautler agreed that this project would be worth <br /> visiting and pending any unforeseen circumstance, it was decided that the <br /> August meeting location would be in Leadville, Colorado. <br /> Acting Chairman Noble called for agenda item no. 11, public comment. <br /> Mr. Donegan addressed the Commission, and commented that the ground water <br /> conference previously mentioned by Commissioner Payne will include topics <br /> surrounding groundwater management, management aquifer recharge, and Glover <br /> modeling. <br /> Mr. Jones then addressed the Commission, and referred to past meeting discussions <br /> related to legal notices in remote areas with no circulated newspaper. As an update, <br /> Mr. Jones and Mr. Ullmann have recently spoken with the Supreme Court Water Rules <br /> Committee about the notification issues faced by the Ground Water Commission in <br /> some areas. After receiving feedback from the Water Courts and other entities, the <br /> Committee is planning to reconvene to address the legal notice issue through <br /> legislation. Mr. Jones mentioned that he would like to see a change that allows for <br /> legal notices to be published in online newspapers rather than requiring they be made <br /> in printed and circulated newspapers. Mr. Jones also extended an invitation to the <br /> Commission and Staff to assist with a memo outlining changes to the requirements for <br /> legal notices. <br /> Ms. Kosloff asked Mr. Jones to clarify if it would be helpful for Staff to send a list of <br /> situations where legal notice is required. <br /> Mr. Jones confirmed that this is what he was requesting. <br /> Ms. Mele responded that she would be willing to work on a list that would include <br /> publication requirements associated with the Ground Water Commission.
