Ground Water Commission Meeting Minutes Page 7 <br /> May 16, 2025 <br /> pumping from both the old and new replacement well. <br /> Acting Chairman Noble called for agenda item no. 7, the Attorney General's Report. <br /> Ms. Emilie Polley opened her remarks by directing the Commissioners to view the <br /> meeting packet for updates on existing cases. Ms. Polley then mentioned there has <br /> been one new case added since the previous meeting in February, a couple of cases <br /> have been completed, and other cases are very close to a resolution. <br /> Acting Chairman Noble called for agenda item no. 8, Management District Reports. <br /> Mr. Nate Midcap, reporting for the Marks Butte, Frenchman, Sandhills and Central <br /> Yuma GWMD's, informed the Commission that that the Sandhills District is holding a <br /> meeting with the Republican River Water Conservation District ("RRWCD") on June <br /> 24th to discuss retained jurisdiction and cleanup of discrepancies with the original <br /> pipeline export decision. <br /> The Central Yuma GWMD is holding a hearing to discuss rules governing export of <br /> water application process on July 17th <br /> In the Sand Hills and Marks Butte Districts, the districts are having issues with finding <br /> volunteers to serve on boards. The Districts are discussing turning the District into a <br /> 5-member district with no divisions to make it easier to find board members to serve. <br /> Mr. Kyle Sprouse, reporting for the W-Y GWMD and Arikaree GWMD, was not in <br /> attendance and no report was provided. <br /> Mr. Jeff Mangus, reporting for the Plains GWMD, was not in attendance and no report <br /> was provided. Commissioner Pautler reported that the Plains District has a final draft <br /> for the rule-making process, and the implementation of new rules are approaching <br /> the finish line. The District has also been very dry as of late. <br /> Ms. Carolyn Talbert, reporting for the East Cheyenne GWMD, was not in attendance. <br /> However, Ms. Talbert provided a written report for the District that was read by Mr. <br /> Grimes. The District is in the process of gathering input for a proposed conservation <br /> program and there has been a good amount of rainfall for the year. Mr. Grimes also <br /> commented that as wells have been turned on for the irrigation season, the District <br /> will be doing testing and inspections (weather permitting). <br /> Commissioner Hume, reporting for the Southern High Plains GWMD, reported that <br /> the weather has been good overall in the District, with some recent moisture. <br /> Commissioner Hume commented that the Southern High Plains ground water study is <br /> in progress, and the district is working to address some of the challenges related to <br /> determining the longevity of the aquifer.
