Chris Sanchez and Todd Hunter asked for clarification regarding
the tracking and details of variance denials
a. Marques Hatfield stated that denials are tracked and that
they skew the numbers since multiple denials might be
issued to a set of wells and denials are usually appealed
b. Chris Jones stated that denials start as variance requests
which, due to deficiencies in the construction plan, are
denied internally by Staff, but they then get appealed to
the Board and are once again marked as variance
requests rather than appeals
3. Todd Hunter asked how many casing and grout variances are
handled by Staff
a. Chris Jones responded that most of those variances
involve an allowance for shorter casing and grout in Type
II and Type III wells, which are handled internally
4. Staff stated that denial details can be separated out in a future
report
12. Proposed Well Construction Rule Changes
a. Upcoming Steps and Publishing Deadlines
i.
