During June the call on the Arkansas River varied 0
between the John Martin Reservoir call of 1948 and the Ft. -3
Lyon Canal #2 call of 3/1/1887. A significant storm in the -4

Pueblo area on the 3rd produced a flow of 9,300 cfs in the MONTN.YEAR
Arkansas River at Avondale and created the relatively junior
John Martin Reservoir call.
Public Use Impacts_
On July 5, 1994 Judge John R.Tracey of the Division ARKANSAS RIVER NR. PORTLAND
2 Water Court approved, with minor modifications, the rules ^

requiring the measuring and reporting of tributary ground 03
water diversions within the Arkansas River basin. These rules 0 9 .
require well owners who choose to install totalizing flow 1 0 7
meters to do so by July 15, 1994. Well owners who choose to g B

The modifications to the rules included: a revised 's
effective date of July 15, 1994; the allowance of a variance 1 0.3
from the requirement to disconnect inactive wells from their 02
power source in cases of unusual hardship; and the allowance
of licensed pump installers and persons who complete a

training course given by the State Engineer's office to perform MONTH

well test measurements. The State Engineer's office will
conduct a three day workshop to provide this training in early
August at a location and date to be announced in the near
future.
The modification to the rules will require a revision to REPRESENTATIVE RESERVOIRS
