COLORADO BASIN
Basinwide Conditions Assessment:
The SWSI value of-0.7 indicates that the basin water SURFACE WATER SUPPLY I NDEX
supply is slightly below normal. Snowpack measured only s Colorado R11er%sin
63% of normal on December 1, 1990. Unseasonably warm ,_
temperatures resulted in significant snowpack reduction7 t
during the month. Precipitation for the month of November '-
was 96% of normal. Flow at the key gaging station, '- =.. , L.
Colorado River near Dotsero, averaged 987 cfs as compared g 1- ----
to the historic monthly average of 1162 cfs. Base flows are o .--- -
critically low in tributaries to the Colorado River. Basinwide
reservoir storage was 87% of normal on December 1, 1990. •
Di lon Reservoir, Williams Fork Reservoir, and Ruedi o "s" c I.
I.
Reservoir are at near normal storage levels. Vega Reservoir, -"- t
Rifle Gap Reservoir, Green Mountain Reservoir, and Granby -•
With .NW' JAN.e 4265 JAMS JAN"7 JANM .w+w ''ANY° JAN11
Reservoir have storage contents well below normal.
normal to above normal runoff, these reservoirs will fill in
the spring of 1991. The exceptions are Green Mountain
Reservoir and Granby Reservoir. Green Mountain Reservoir
ended the irrigation season with 64,340 acre-feet of useable
contents of which only 3,000 acre-feet is in the historic users COLORADO RIVER NR. DOTSERO
pool. The remainder was in the Colorado Big Thompson
project pool and the West Slope contract pool.
"Y
Outlook:
Snowpack is likely to be significantly low going into
1991 due to lack of storm opportunities and unseasonably
warm temperatures causing snowpack reductions.
a
Administrative/Managernent Concerns:
The"Dotsero"call (January 7, 1902 decree) to satisfy
the Shoshone hydroelectric power plant water right of 1250
cfs, will be on throughout the winter. 0
Y1-'M IOV.AVNA9! fGM. 1220
Public Use Impacts:
Snowmaking is playing an increasing large role in
winter water use demands. These demands compete with
the needs of hydroelectric power, municipalities, stock
watering, storage, and maintaining minimum stream flows. Co I orado River Basin Reservoir Supplies
Snowmaking rights are typically junior except in the case of 100
minimum stream flows. This water use during low flow s
periods is a major concern. p 'off
ki .//-\
so
X 40
1 30
20_./\
0 A\ //‘
Crean Maintain Ruin V1111Ys Fork
® Avg. 11/30 Contents - ® 1V3W90 Contents
7
