Flow <br /> at the Colorado/Nebraska stateline averaged 155 cfs for the <br /> month. <br /> Outlook: SOUTH PLATTE RIVER NR. KERSEY <br /> The 30-90 day outlook is favorable. Snowpack in the <br /> upper reaches of the basin is near normal. Unseasonably <br /> warm temperatures have resulted in snowpack runoff and m 1% <br /> increased streamfiow. The scenario for water supply and 3 <br /> demand appears to be normal. However, unless above � <br /> normal precipitation occurs in December in the upper <br /> reaches of the basin, snowpack going into 1991 will likely be <br /> 20% - 30% below normal. <br /> t 20 <br /> Administrative/Management Concerns: ,o <br /> River calls continue on the South Platte and its <br /> tributaries. Calling rights generally switch from direct flow 0 <br /> uses to storage. The interstate compact with Nebraska 'el-II ""° <br /> adjusted on October 15 basically giving Colorado full use of <br /> available streamflow. The river call for District 2 (South <br /> Platte River between Denver and Greeley) on November 1, <br /> 1990 was the Burlington Storage right (November 20, 1885 <br /> decree); changing on November 14, 1990 to the Barr Lake south P I atte Basin Reservoir Supp I i es <br /> storage right (January 13, 1909 decree); changing again on 260 <br /> November 20, 1990,to the Horse Creek diversion (March 17, 240- <br /> 1911 decree).
