•
SOUTH PLATTE BASIN
SURFACE WATER SUPPLY INDEX
5 South Platte R1vr&Min
Basinwide Conditions Assessment:
4
The SWSI value of -0.6 indicates that the current - "
La conditions are slightly below normal. Reservoir storage is '-
the key component in this basin in computing the SWSI 2- ' r —'• ''' ;f`"``
value and was 110% of normal on January 1, 1991. j 1- - 1` ._
Precipitation was 86%of normal for the month of December. 0 0 1A -- - I fr.-
Basinwide snowpack is 72% of normal and only 70% of last `
year. The major diversions of water are now going into
storage structures. Combined storage for the month of o "2-
December in the lower basin reservoirs, including Julesburg -3
Reservoir,North Sterling Reservoir,Jackson Reservoir,Empire -4 ,
JAN21 JA1422 JANB3 JAN54 JAN25 JAN9i JAN133 JAN99 JAN2111 JANI20 JAN91
Reservoir, Riverside Reservoir, and Barr Lake Reservoir ,
YSkii
amounted to 26,991 acre-feet Eleven Mile Reservoir was at
100% of capacity with 98,630 acre-feet in storage. •
Cheesman Reservoir was at 75% of capacity with 59,355
acre-feet in storage. Releases from Cheesman Reservoir into
the South Platte River are currently at 108 cfs. The majority
of ground water recharge projects are operating at near SOUTH PLATTE RIVER NR. KERSEY
capacity. Flow at the key gaging station, South Platte River 450 FUN SY WATER YEAR
near Kersey, averaged 779 cfs for the month of December as
400
compared to the historic monthly average of 812 cfs. Flow
°
at the Colorado/Nebraska stateline averaged 460 cfs for the
.„,.......„.„„...,_:./
month. This is a significant increase over the average flow 3°°
in November of 155 cfs. This is the result of irrigation a 2 250
return flows below Balzac and lack of lower South Platte ig „°-
basin storage capacity. -
1sa
Outlook: ion
The 90-120 day outlook is favorable. Snowpack in 2 -----
the upper reaches of the basin is below normal, but reservoir a
levels basinwide are above normal. The scenario for water - act "°" Jan "° ''°r`"
supply and demand appears to be normal. However, unless "'ET 1f61'c1 + YEAR o AVG. a 19
above normal precipitation occurs in January through March •
in the upper reaches of the basin, snowpack going into the
1991 runoff season will likely be 20% - 30% below normal.
The streamflow forecast is lowest in the Boulder Creek
drainage at 75% of normal and highest in the South Platte Sout n Platte Basin Reservoir Supp I i es
rnainstem at 96% of normal. 260
240- \7
220
Administrative/Management Concerns: 2a°J/
River calls continue on the South Platte and its 1 1B0
tributaries. Calling rights generally switch from direct flow §„ 1130 A
uses to storage. The interstate compact with Nebraska !I 140
y\ .
adjusted on October 15 basically giving Colorado full use of 120
available streamflow. The river call for District 2 (South , '°°
'V/A
Platte River between Denver and Greeley) since November 3
20
1990, is the Horse Creek right (March 17, 1911 decree). The 2a /\ &\. // ' /
river call for the South Platte River above Denver (District
all Ion Hars.tooth Eleven MI to Chessman Jackson Barr LJk!
8) is the Denver South Platte River intake right (December .
® Avg. 12/31 Content. I\Q 12/31/90 Conta"ts
6, 1910 decree).
2
