- *4 SOUTH PLATTE BASIN
t Basinwide Conditions Assessment:
The SWSI value of -1.3 indicates that the overall SURFACE WATER SUPPLY INDEX
conditions are below normal. Reservoir storage, the key a - south Platte Maur Sawn
omponent in this basin in computing the SWSI value, was 4—
07% of average on March 1, 1991. Storage in the plains .
,
reservoirs in the basin increased by 35,038 acre-feet for the • 3 r .
month. Cheeseman and Spinney Mountain Reservoirs are I • 1" 'r ' •
currently providing water supplies to Aurora and Denver. 4 1— /1....., ,..e....... f - ' W
However,precipitation was only 22%of average for-the month 1 °- 1 r' _" ;Lof February, and is in a four month decline. Basinwide -,_ fC
snowpack is only 61% of average. There is still time for the _
snowpack to improve as the peak accumulation typically o -'
doesn't occur until around May 1st. However, the early March -'-
storms that provided heavy snow to much of the state had
JAN81 JANR2 JA1413 JAN14 JAN85 JANM JANO7 JANS/ JANQ JAN92 JAN91
minimal impact on the South Platte Basin. Flow at the key Wahl,YEAR
gaging station, South Platte River near Kersey, averaged 773
cfs for the month as compared to the historic monthly average '
of 797 cfs. Flow at the Colorado/Nebraska stateline averaged
639 cfs for the month. This is a significant increase over
the average flow in November of 155 cfs. This is the result of
irrigation return flows below Balzac and a shortage of lower SOUTH PLATTE RIVER NR. KERSEY
South Platte basin storage capacity. The majority of ground 4S0 PLOWEY
RATER 'E""
water recharge projects are operating at near capacity.
Outlook: "°
Even with above normal precipitation in March +
through April in the basin, snowpack going into the 1991 a i 2ia -
runoff season will likely be 30%-40% below normal. w 2
Snowpack in the Saint Vrain basin is only 47% of average. .
he streamflow forecast is lowest in the Saint Vrain Creek
rainage at 60% of average and highest in the Bear Creek 100
drainage at 80% of average. a° -
a
Oat Nav Csa Jan F•o March
Administrative/Management Concerns: , ,,,,
0 s!T C 1667J i OAf C 1If/A) o AVO. a 1ss1
The interstate compact with Nebraska adjusted on
October 15 basically giving Colorado full use of available '
streamflow. District 2 (South Platte River between Denver
and Greeley) went to "open river" administration on
January 2, 1991. The river call for District 8 (South Platte
River above Denver) was changed to the Denver South Platte South Platte Basin Reservoir Supplies
River intake right (May 1, 1899 decree). This call affects 240
administration of the South Platte River above the Denver 220-
intake at Strontia Springs Reservoir up to the headwaters in 20°
South Park. In addition, the Denver Water Department 1 1i°
requested the Chatfield Reservoir call (December 12, 1977)be + /SO
implemented on January 2, 1991. § 1'°
12o -7
Public Use Impacts: gt. 1 r
Public water use should be relatively normal. m .°
However, flow in the reaches of the South Platte River .° /7\ N
immediately below Spinney Mountain Reservoir and 2° ^ 7
Cheeseman Reservoir are relatively low at 40 cfs and 60 cfs, a ^ 7/7
OI I lon MOraatooth Elawn all 1• Ch••man Jackson 13rr L.A.
respectively.
® Av°. 2/26 fpnt•nts ® 2/21//91 Wnt•nta
3
