• RIO GRANDE BASIN
4
Basinwide Conditions Assessment:
The SWSI value of-1.0 indicates that for October the SURFACE WATER SUPPLY INDEX
basin water supplies were slightly below normal. Precipitation s RI.Gram*d.Ifl
for the month measured 84%of average. Flow at the gaging ... ,
station, Rio Grande near Del Norte, averaged 294 cfs for the '- ,
u 3' I I
month as compared to the 1961-1991 October average of 428 - le_!, d' II '
I1 1
cfs. Basin wide reservoir storage was at 88% of average on 2- `: 1 114
III
November 1. The San Luis Valley experienced some extreme 1 1 1_r mil,
' Illnsti
weather conditions during October. Most of the month was i ° fI?
ti,
unseasonably warm with a record high equaled early in the - _,- ; ,
month. This enabled most of the potato farmers to compete
. _2- , ,
their harvest before winter set in. The last week of October o .
brought winter to the Rio Grande Basin. Up to one foot of 3-
snow covered the valley floor with up to thirty inches being - ,.
JMN2 .LN+1.3 .0.44 J/N/S JuiS JAIN] JANOS „MIN! JAASO JAN31
reported in the surrounding mountains. A record low „,w,1, ,,,,
temperature of-9 was recorded the last day of the month in
Alamosa. '
Outlook:
As of November 1 all of the reservoirs in the basin P I 0 GRANDE NEAR DEL NOWTE
were in storage due to the end of the irrigation season and the 28
beginning of winter. Most of the rivers and creeks in the '°v
basin were near base flows during most of October. On '"
22
November 1 the natural flow of the Rio Grande Near Del ZO
Norte was 260 cfs, and the natural flow of Conejos near 113 •/
Mogote was 50 cfs. These flows are expected to decrease ,1 i j
somewhat during November due to colder temperatures and 1 3 Tz
the rivers freezing up. 1 v 1c
Administrative/ManaRement Concerns: ._
There was very little curtailment on the Rio Grande 2
A A
River during October since the projections showed their a ,,,,..,_, ..YIERNIE p 1.21
portion of the Rio Grande Compact obligation would be
fulfilled. The curtailment on the Conejos River was lifted
during the last ten days of the month since projected flows
through the first of the year indicated their obligation to the
downstream states would also be met. •
Rio Grande Basin Reservoir Supplies
As was reported last month, reservoir contents have 21
been substantially depleted in the basin. There is virtually no :- W
1,11
carryover storage in the irrigation reservoirs on the Rio - '
Grande mainstem, which could create a shortage of late = ;-
season irrigation water next year unless the basin receives i 13-
substantial snowpack. 12
7\\
II 1aL
ss o
The AWDI trial began on October 15. As of November !,.
1 the applicant had rested their case, with the objectors 1 s
",,, V
portion scheduled to begin on Monday November 4. Much of
the direct testimony and cross examination up to this point o AN

has centered around the ground water model presented by Rio Gr, .,.tero
AWDI. 1
IL.1.J * . 10/31 CO2t t• ® 1°121191 Contents
Public Use Impacts
During October and November may hunters and
fishermen enjoy the remote and scenic areas of the Rio Grande Basin. Many trophy elk and deer are harvested in the
mountains surrounding the San Luis Valley during this period.
5
