The Soil 5 <br /> Conservation Service reports December 31 snowpack at 104% , <br /> of normal. Storage in Platoro, Rio Grande, and Santa Maria <br /> reservoirs totaled 93% of normal on December 31. The month of December brought winter to <br /> the San Luis Valley for good as several snowstorms hit the i a ■OP , , 4, <br /> area.
