meet the minimum construction standards provided for in the Rules the Board adopts the <br />following policy: <br />A. All wells constructed with an outer (surface casing) and an inner (production) casing that <br />extends above the surface shall be constructed with a watertight mechanical seal or a <br />minimum of ten (10) feet of cement grout between the casings as provided for in Rule <br />10.4.8. Water well construction contractors who violate this rule will be subject to Board <br />actions. Exceptions to Rule 10.4.8 will not be granted through the variance provision of <br />Rule 18. <br />B. Extension of gravel/filter pack materials to the ground surface is discouraged. Where local <br />site -specific conditions warrant extending the filter pack to the ground surface and <br />providing for future augmentation of that material due to collapse or compaction, those <br />materials shall be inserted through the use of a filler tube as provided for in Rule 10.4.11. <br />Extension of gravel/filter pack materials to the ground surface, however, will require an <br />approved variance from Rule 10.4.11. <br />Dated this _5 day of April, 2012 <br />Joseph T.'Bender, Chairman <br />Board of Examiners of Water Well Construction <br />and Pump Installation Contractors <br />
