Simpson, P.E. <br />Secretary <br />BACKGROUND <br />The Board of Examiners of Water Well Construction and Pump Installation Contractors <br />('Board") has historically designated licenses for pump installation and/or well <br />construction with an individual "license number". Under the current procedure, when a <br />contractor relinquishes his license by non -renewal, revocation, or death the license <br />number has been permanently retired. The Board has been asked if it could, under <br />specified circumstances, issue a new license with a retired number or transfer a retired <br />number to an existing license. <br />DISCUSSION <br />The licenses for purnp installation and/or well construction. issued by the Board are now <br />and have historically been assigned a sequential number. The number does not designate <br />the type of license or the limitations placed on the license, but is simply used to identify <br />the person holding the license. The re -issuance of a retired number to a different person <br />should not cause or create any problems in the licensing procedures of the Board, in the <br />records of the Board and the State Engineer, in the issuance of bonds or other financial <br />responsibility, or in the identification of the person holding the license if certain <br />conditions are met prior to re -issuance of the number. <br />POLICY <br />Because there is no reason to believe that record maintenance, bond issuance, or <br />contractor identification will be adversely affected by re -issuance of a retired number, the <br />Board has determined that re -issuance or transfer of a retired number can occur under the <br />following circumstances: <br />The license number must have been retired for at least one (1) year from the date <br />that the license lapsed. <br />GLENN A.
