1. Fly ash blended with Portland cement is acceptable for grouting water wells and
monitoring holes/wells and for plugging all wells, holes, and excavations under the
Board's authority.
2. These blended cements shall comply with the standards specified in ASTM
Designation C 595-98 (Standard Specification for Blended Hydraulic Cements) and
the fly ash shall comply with the standards specified in ASTM C-618-99 (Standard
Specification for Coal Fly Ash and Raw Calcined Natural Pozzolan for Use as a
Mineral Admixture in Concrete) and shall meet the standards described for Class C
fly ash.
3. Fly ash may be blended with cement up to a ratio of 74 pounds of fly ash per 94-
pound sack of Portland cement (44% fly ash by weight) as described in ASTM
Designation: D 5299-92 (Standard Guide for Decommissioning of Ground Water
Wells, Vadose Zone Monitoring Devices, Boreholes, and Other Devices for
Environmental Activities).
4. The amount of water for mixing a blend of 74 pounds fly ash per bag of cement (168
pounds of blend) is approximated from the volume of water required for 50-50
Pozmix® A Cement as described in Halliburton Cementing Tables and shall not
exceed 9 gallons. The amount of water for mixing a blend of fly ash and cement can
be estimated from the following table:
cement lbs + fly ash lbs water al
0 - 10
6.0
10 - 20
6.5
94
20 - 30
7.0
(1 bag)
30 - 40
7.5
40 - 50
8.0
50 - 60
8.5
60 - 74
9.0
5. Prior separate approval from the Board must be obtained for the use of fly ash as an
additive in a greater proportion than specified in this policy.
With the adoption of this policy, Policy 91-4 is no longer in force or effect and is replaced in its
entirety by Board Policy No. 2000-5.
Dated this 3` t day of October, 2000.
Lem
Janet ellis, Chm
B d of Examiners of Water Well Construction
and Pump Installation Contractors
