River condition below the exchange: Direct Flow Call <br />In addition to the requirements in F1 thru F3, above, no exchange may operate unless: <br />D1. The water commissioner determines that the exchange can be operated without <br />injuring water rights that are senior to the exchange. <br />D2. The irrigation -season -to -date' (April 1 to the day the return flows report to the <br />river) net impact of the augmentation plan operation on the river is not negative. <br />D3.The timing of the exchange is limited to the day the excess return flow reports to <br />the river. Excess return flows occurring over multiple days may not be <br />aggregated into a single exchange and diversion. <br />1 The expectation regarding the time period during which the net impact analysis is made is that storage <br />season deficits are reconciled before the start of the irrigation season. Plans not reconcile storage <br />season deficits may not be allowed to make additional out -of -priority diver s or hanges until such <br />time as the deficits are made up. <br />I <br />Administration Protocol - Augmentation Plan Exchanges <br />Revised December 1, 2007 <br />
