In summary, the State Engineer finds there is clear and convincing evidence of the <br /> lack of a hydraulic connection between the subject formations located within the <br /> delineated nontributary areas within the Denver-Julesburg Basin downthrown fault <br /> block, and the subject formations located in the formation outcrop areas to the west of the <br /> delineated nontributary lines. No aspects of the analysis are indicative of errors that <br /> would cause meaningful error in the proposed lines delineating the division between <br /> tributary and nontributary ground water.
