although improved in 2001, is inadequate for monitoring water level changes in <br />the Basin. <br />8. Many of the monitor wells are active irrigation wells. Water level data measured <br />during active pumping periods are not necessarily representative of the static <br />water level in the aquifers. <br />9. The District does not currently have a direct method of measuring the amount of <br />ground water withdrawn from the Basin. While some wells are equipped with <br />flow meters, there are a number of wells that do not have any measuring device, <br />including hour meters. Additionally, there is no annual reporting requirement <br />established. <br />10. The District does not currently have a well plugging program to assist well <br />owners in properly plugging abandon wells. The District should develop a well <br />plugging program based upon the conclusion from this study that the aquifer <br />system is composed of four aquifer units that are in hydraulic communication. <br />Abandoned wells should be plugged using suitable bentonite material. <br />11. The District does not currently have a funding mechanism to support district <br />activities.
