JOHN HOWELL MINNERALS LLC
202 RIDGEHAVEN PL.
SAN ANTONIO, TX 78209
October 9, 2009
Mr. Russ Means
Division of Reclamation, Mining and safety
101 South 3`d, Suite 301
Grand Junction, CO 81501
Dear Mr. Means,
pece/?r
Oct 15 ?00
nr?9 ar?cl Sa ?? an,
Thank you for your advice and help yesterday with my NOI. Please find enclosed:
One original NOI with attachments i 0CM 7- Z A 6 1 - O 2-Q
One copy of the NOI Fo QM 2- /
Application fee
When we talked, you indicated that after reviewing the NOI, you would be able to give
me specific Financial Warranty information including the correct form to submit. I am
ready to submit this and payment once you have determined the amount. Nothing I am
submitting is confidential as the LLC owns the property which the mine is located.
With regards to Compliance with other laws and agencies, we are making no changes to
existing structures or historical disturbances, we have a docket before the water court to
clarify our water rights, we are planning no new discharges of water or dust, the mine is
completely on private property and not federal lands, we are not planning to dredge and
the Gunnison County Land Use Regulations exempt the activity I am planning. Once the
NOI is approved. I will call Richard Stenson with the county to go over what we want to
do so that he is aware and can advise if there is any additional reporting I need to provide.
If the results of our testing are favorable, then I would like to meet with you to discuss
the next phase of our project, including the possibility of reopening the mine. Please feel
free to call me at any of the numbers listed below. I appreciate your help.
Sincerely,
ohn Howell
President

210-828-2667 W
210-829-8476 H
210-827-9859 C
