(Powertech) dated July 21, 2008, which states that the Powertech
application for Notice of Intent (NOI) File Number P-2008-043 is incomplete. Transmitted with this letter
as the confidential portion of this Notice of Intent are the proposed groundwater monitoring well
locations. Powertech has placed the location details of the proposed groundwater monitoring wells in
the confidential section of the NOI due to the fact that the monitoring wells are located within the
uranium ore deposit.
Attachment A of this document contains Standard Operating Procedures (SOPS) related to groundwater
monitoring well installation and development, as well as SOPS for groundwater sampling,
decontamination, sample management and shipping. In keeping with the spirit of S.B. 228, we have
reviewed the SOPS and have determined that they should not be considered confidential. In fact, the
detailed procedures should provide a level of assurance to interested members of the public that our
baseline monitoring is being conducted according to procedures endorsed by EPA, ASTM and other
recognized standard-setting bodies.
If you have any question or require additional information, please contact us at 303-790-7528.
Sincerel?y,?
e%4'-Z'
Richard E.
