. • • III IIIIIIIIIIIII III
999
Hydrologic Monitoring Plan June 13, 1997
TR-05, Environmental Protection Plan
Howardsville Mill, Permit No. M-84-049
On 6/13/97, DMG approved the following hydrologic monitoring plan, submitted under
TR-05, Environmental Protection Plan. Attached Figure 1 has been revised to depict the
locations of groundwater and surface water sampling sites.
All sites shall be monitored on a quarterly basis until five (5) quarters of hydrologic data
has been collected, sufficient to characterize baseline conditions as required by Rule
6.4.20(9)(b) and (11 )(b). Due to sever winter conditions encountered at the Howardsville
Mill, Mr. Sandell has requested flexibility in sampling frequency. DMG approves a
sampling frequency which loosely follows a quarterly basis, but must include monitoring
at high flow and low flow conditions.
Laboratory analysis reports shall be identified by sample location number, as depicted on
Figure 1 , and shall be submitted to DMG on a quarterly basis. Laboratory analysis reports
from the fifth quarter sampling shall be accompanied by hydrologic summary and
interpretation of the five quarters results, characterizing baseline conditions and
evaluating adequacy of Environmental Protection Facility designs and reclamation
performance standards.
Within the first ninety (90) days, immediately following completion of the five quarters of
sampling and analysis, the operator may refine the hydrologic monitoring plan by
requesting modification of the list of parameters, sampling frequency, and locations of
monitoring sites. Such requests shall be submitted in writing and shall be accompanied
by supporting hydrologic argument. Requests for modifications to the hydrologic
monitoring plan, submitted after the ninety (90) day period, shall be reviewed under the
standard Technical Revision or Amendment process.
The sampling locations, sampling frequencies, parameters for analysis, analytical
detection limits and reporting procedures of this hydrologic monitoring plan shall remain in
effect until DMG approves request for modification of the hydrologic monitoring plan..
Groundwater Monitoring Locations
G1 Located between NE embankment for Lower Tailings Pond and Upland
Diversion Ditch, previously referred to as groundwater well #17. G1 is an
existing alluvial well and will be utilized to characterize alluvial water quality
prior to contact with tailings impoundment. If well #17 no longer exists, a
new groundwater monitoring well will be constructed at the location
indicated on the enclosed map.
