Cazier RECEIVED <br />Environmental Protection Specialist <br />Division of Reclamation, Mining and Safety AUG 31) ?013 <br />1313 Sherman St., Room 215 <br />Denver, CO 80203 DIVISION OF RECLAMATION <br />MINING AND SAFETY <br />RE: Notice of 112 Construction Materials Reclamation Permit Amendment <br />Application Consideration Fremont Paving & Redi -Mix, Inc., Evans #2 Pit, <br />Permit No. M- 2000 -041 <br />Dear Mr. Cazier, <br />In September of 2012, Colorado Parks and Wildlife (CPW) was solicited to comment on <br />the reclamation plans of the Stonewall Springs Quarry, LLC active sand and gravel mine <br />located south of State Highway 50 and west of Chico Creek in Pueblo County. This is <br />the same property which, changes to the reclamation plans, have been filed for under this <br />permit number. Currently, Fremont Paving & Redi -Mix Inc., operates a sand and gravel <br />mine on this property, however, it is also comprised of upland short grass prairie, <br />cropland and riparian habitat characteristic of the Arkansas River corridor. A multitude <br />of wildlife species are found in the area including mule deer, white - tailed deer, elk, <br />turkey, raptors, waterfowl, shorebirds, songbirds and small mammals. At the same time <br />that CPW was requested to comment on the reclamation plans, CPW was also asked to <br />provide input on the long term development of this approximately 1,400 acre property. <br />Comments were requested directly from and given to Stonewall Springs Quarry, LLC, <br />the named owners of the surface and subsurface property rights under this permit <br />amendment application. <br />After this request was made, a consultation with Stonewall Springs Quarry, LLC <br />personnel took place. CPW's understanding was and remains that Stonewall Springs <br />Quarry, LLC wishes to eventually convert the primary use of this property from a sand <br />and gravel mining operation to a water storage facility. CPW strongly desires that <br />coupled with this property's use as a water storage facility. The application for <br />amendment of the reclamation plan states "Final reclamation is changing from unlined <br />Evans Lake to lined water storage reservoir with wetlands and open space for recreation" <br />and this is congruent with the discussions and consultations that have taken place with <br />CPW and Stonewall Springs Quarry, LLC personnel. Therefore, CPW has no objections <br />to the approval of the filed for amendment to the reclamation plans. . <br />STATE OF COLORADO <br />John W.
