The Colorado Division of Reclama
tion, Mining and Safety proposes to
Approve Technical Revision Applica
tion No. 64 (TR- 64) for the Roadside
Portals (Permit No. C- 1981.041), sub
mitted by Snowcap Coal Company,
Inc. Snowcap Coal Company, Inc. is
proposing to remove slit fences from
aeveral areas throughout the, permit
area. Snowcap has submitted a
demonstration that shows vegetation
has become established to the ex
tent that the slit fences are no longer
required to treat the run -off from the
disturbed areas.
The Roadside Portals is alan Under
ground coal mine located in Mesa
County, approximately 5 miles N of
Palisade, Colorado. Coal interest is
Federal and private, and the surface
affected is Federal and private land.
The permit area encompasses ap
proximately 2,786.00 acres.
This proposed decision is based on a
finding that the proposed operation
will comply with all requirements of
the Colorado Surface Coal Mining
Reclamation Act, Section 34 33 101,
at seq., C.R.S., and the regulations
promulgated thereunder.
Copies of the proposed decision, In
cluding stipulations, are on file for
public Inspection at the Colorado Di.
vision of Reclamation, Mining and
Safety, Room 215, Centennial Build
ing, 1313 Sherman Street, Denver,
Colorado 80203. Persons with an In
terest that may be adversely of
fected by the proposed decision may
request a formal hearing before the
Mined Land Reclamation Board on
the proposed decision. Such request
must be made within ten (10) days of
the initial publication of this notice,
must be in writing and must state with
reasonable specificity the reasons for
the request and the objections to the
proposed decision.

Being duly sworn, says that I am Legal Secretary of
The Daily Sentinel, a daily newspaper, published and duly printed in
The County of Mesa, State of Colorado; that said newspaper has a
general circulation in said County and has been continuously and
uninterruptedly published therein, during a period of at least
fifty-two consecutive weeks next prior to the first publication
of the annexed notice; that said newspaper is a newspaper within the
meaning of the act of the general Assembly of the State of Colorado,
entitled "An Act to regulate the printing of legal notices and
advertisements," and amendments thereto; that the notice of which
the annexed is a printed copy taken from said newspaper, was published
in said newspaper, and in the regular and entire issue of every number
thereof once a week for 1 successive week;
that said notice was so published in said newspaper proper and not in
any supplement thereof, and that first publication of said notice as
aforesaid, was on the 14th day of August 2013,
