Pickford, Environmental Protection Specialist <br />kp Colorado Division of Reclamation, Mining & Safety <br />1313 Sherman St., Room 215 <br />Denver, CO 80203 <br />Re: Pat6hfinder Pit Permit No. M-1994-113, <br />,Temporary Cessation Notice, Incomplete <br />Dear Ms. Pickford, <br />Following our phone conversation earlier today in regards to the "Description of plan to <br />resume operations ", the following explanation and elaboration detail the resumption of <br />operations anticipated presently. <br />Pathfinder intends to resume operation at a point in time prior to October 31, 2017, as <br />yet precisely not determined due to a lack of local need for the products that we can offer. The <br />current economic slowdown, particularly roadway construction materials, to which we cater, is <br />virtually non - existent at this time. <br />Pathfinder will continue to maintain all roadways, stormwater containment features <br />including ditches, catch ponds, culverts and contours as well as control of noxious weeds by <br />the San Miguel County Weed Control Office, retention of stock piled top - soils, signage <br />maintenance, fencing and gates and such other features that will enable us to resume <br />extraction and processing immediately upon anticipating a real commercial need for the <br />products that we offer, not only of the permitted pit area, but also all of the adjoining property <br />that is owned by Pathfinder Development, Inc. <br />The uncertainty of a specific date for resumption of operations is also problematic from <br />the standpoint that our competitors have already processed and have huge stockpiles of <br />similar materials that are being liquidated at pricing that is at or below the cost of production <br />that we experience. In the past we have not stockpiled large quantities anticipating possible <br />future sales as the cost of processing continues to escalate primarily from the cost of energy to <br />operate extractive and processing equipment. <br />Prior to the resumption of operations, we are more than willing to advise your offices of <br />the date that extraction, processing and sales shall begin, to invite your inspection then, or at <br />any other time that you may require. <br />This is honestly the most informative that I can be at this time due to circumstances <br />beyond the control of Pathfinder Development, Inc.
