Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Loretta Pineda <br />Director <br />The Division received the 2012 Annual Reclamation Report on April 1, 2013. The report was dated March 26, <br />2013. A review was conducted of the report to determine if the requirements of Rule 2.04.13 have been met. <br />Rule 2.04.13 <br />(1) The permit requires the annual reclamation report to be submitted by March 30'' each year. This day <br />happened to fall on a Saturday and the Division office was closed. The Division received the report the following <br />Monday, April 1, 2013. <br />(a) The name and address of the permittee and permit number are listed on the Annual Reclamation <br />Report Form. <br />(b) The report indicates an additional 4.9 acres were disturbed during 2012. <br />(c) The report indicates 8.4 acres were backfilled and graded during 2012. These acres are located <br />adjacent to Pond 16. These areas are currently under consideration for Phase I bond release in the SL4 <br />application. <br />(d) The report indicated 4.1 acres were topsoiled along the J Road and Pond 016 area. The report <br />indicated at least .9 feet (10.8 inches) of topsoil was replaced in this area. Page 31 of Tab 21 of the <br />permit indicates a minimum of 9 inches of topsoil is required to be replaced. <br />(e) The report indicates 4.1 acres were seeded for the first time in 2012. These areas are adjacent to the <br />Pond 016 area. Also, 11.0 acres were reseeded in the south area. The report included a list of the species <br />planted and seed tags from the seed distributor. Two species included in the seed mixture were not <br />available (Tailcup lupine and Pacific aster). Weed control, grazing and rill and gully repair work <br />occurred in 2012. <br />(f) The report includes a map depicting the location, number of acres and the date planting has occurred <br />for all previously revegetated areas. <br />(2) Under a separate document, SCC submitted the 2012 Revegetation Monitoring Report. SCC hired ESCO <br />Associates to evaluate a 362.25 acre parcel for Phase III bond release revegetation success. ESCO sampled this <br />future bond release block and the associated reference areas. Vegetation Cover, Herbaceous Production, Wood <br />Plant Density, and Species Diversity /Composition were evaluated in both 2011 and 2012. According to the <br />report, the revegetation success standards were met for these parameters in both 2011 and 2012.
