Pineda <br />Director <br />The Division has completed a preliminary adequacy review of the minor revision application (MR -136) <br />submitted by Bowie Resources, LLC (BRL) for the Bowie No. 2 Mine. The revision proposes the use of <br />straw wattles and straw logs in addition to the currently approved silt fence for typical sediment control <br />designs on drill pads. We have the following comments and questions regarding the application. <br />1. Please revise Exhibit 8 to include: <br />a. A discussion of the typical flow rates with straw wattles and sediment logs as compared <br />to the flow rate of the currently approved silt fence designs that would indicate that the <br />wattles and logs will be as effective as a silt fence. <br />b. An indication that the total length of wattles or logs will be comparable to the length <br />indicated in the approved silt fence designs, including tie -back distance, and that the <br />wattles or logs will be overlapped to prevent bypassing when pieces are joined to <br />achieve the appropriate total linear footage. <br />C. A statement that wattles or logs will be installed with sufficient height to prevent <br />overtopping should the design flow depth indicate that it will exceed the height of a <br />properly keyed in wattle or log. <br />The decision due date for MR -136 is June 14, 2013. If BRL anticipates that this issue cannot be resolved <br />prior to the decision due date, please request an extended decision date.
