Over 95% of Costilla Pit 1 has <br />been mined. Currently there are stockpiles of topsoil in preparation for reclamation. The <br />County has not begun the reclamation process. <br />Resumption of Mining <br />Costilla County has not made any plans to continue mining in the Pit. The Costilla County <br />Road & Bridge is using the floor of the pit for storage of topsoil and the other portions of the <br />area are being used as storage for old asphalt. <br />Rule 3.1 Reclamation Requirements <br />1. Pursuant to Exhibit E Reclamation Plan for County Pit 1 File No. M- 1977 -044 as <br />described as follows: <br />a.
