MINE ENGINEERING
MINE RECLAMATION
April 18, 2013
J. E. STOVER & ASSOCIATES, INC.
2352 N 7 Street, Unit B
GRAND JUNCTION, COLORADO 81501
PHONE: (970) 245 -4101, FAX 242 -7908
Mr. Mike Boulay
Division of Reclamation, Mining and Safety
1313 Sherman Street, Rm 215
Denver, CO 80203
Re: Snowcap Coal Company, Inc.
Application for Minor Revision
Change in Vegetation Evaluation
Permit No. C- 1981 -041
Dear Mr. Boulay:
On behalf of Snowcap Coal Company, Inc. (SCC), enclosed is an application for a minor
revision requesting a change in the evaluation of its re- vegetated areas. As of 2010,
SCC has completed its initial reclamation of the disturbed surface areas associated with
Mining Permit Number C- 1981 -041 (with the exception of some sediment ponds and
associated drainage features). This includes re- contouring, backfilling, placing topsoil
and seeding as approved in the permit.
Currently, the permit states "In years 4 and 6, vegetation cover will be evaluated for the
reclaimed sites....." These evaluations have been performed on all but a few acres (less
than 10) that have been reclaimed within the last six years. These acres are scattered
throughout the permit area in very small plots, from two to one tenth of an acre.
Snowcap believes that the information received from the Year 4 evaluation, along with
yearly visual inspections, will be sufficient to evaluate if established vegetation is
developing effectively and is therefore requesting to discontinue the Year 6 evaluation.
Enclosed permit page 14 -18 has been revised by removing Year 6 from the evaluation
description. Also, minor language changes to the last paragraph have been made from
"will be installed" to "was installed ".
If you have any questions, please contact me.
Tonya K.
