Stark <br />Colorado Department of Natural Resources <br />Division of Reclamation, Mining and Safety <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />Re: Mountain Coal Company, LLC, West Elk Mine; <br />Permit No. C- 1980 -007; <br />Annual Reclamation Report for 2012 <br />Dear Mr. Stark: <br />Mountain Coal Company, LLC (MCC) submits the attached annual reclamation report for 2012. The acres <br />disturbed include new roads and/or drill pads that were constructed to complete fourteen (14) methane drainage <br />wells (MDWs) on ten (10) new pads (See Table I and 2012 MDW Drilling Roads & Pads). The MDWs <br />constructed this year were for longwall panel E4 and included MDWs E4 -01 through E4 -14. <br />In 2012 MCC plugged and abandoned twelve (12) MDWs and completed reclamation of twenty four (24) <br />MDW sites and associated roads (See Table II and MCC Reclamation Photograph Project 2012 Map). <br />Reclamation included regrading the sites and roads to the approximate original contour, as well as topsoiling, <br />seeding and mulching. Copies of the seed mix invoices are attached. <br />No additional acres of disturbance were added for the RPE East refuse pile and haul roads construction sites. <br />An existing landslide below the RPE East lower haul road became active in the late spring of 2011 disturbing <br />about 3.5 acres. MCC took steps in 2012 to further stabilize, recontour, seed, and mulch these slopes. This <br />acreage was not included in the disturbed acres reported for 2011 and will not be included as reclaimed acres in <br />2012, as this work was considered to be repair of a naturally occurring landslide area. <br />If you have questions concerning this submittal, or require further information, please contact me at <br />(970) 929 -2308. <br />Si -rely, <br />cc: W.
