Colowyo has the following comments regarding <br />the Division's RCE: <br />1. Colowyo does not agree that the indirect costs (Totaling $1,737,175.73) should <br />be incorporated into this RCE. Colowyo believes that these indirect costs are <br />captured in any RCE by the Division or bond calculation performed by <br />Colowyo for the entire mine site, and this RCE should reflect the additional <br />temporary spoil volume movement only. <br />2. The Division has included to CAT D 11 R — 11U as support equipment, a CAT <br />16M and a water tanker as road maintenance equipment in this RCE. Colowyo <br />believes these costs associated with these support pieces of equipment are <br />captured in any RCE by the Division or bond calculation performed by <br />Colowyo for the entire mine site, and this RCE should reflect the additional <br />temporary spoil volume movement only. <br />3. The Division included a truck payload material weight of 2,900 Pounds /LCY in <br />this RCE. Colowyo considers this weight too high due to studies performed <br />onsite. Colowyo conducted a Truck Weight and Volume study on June 22, <br />2005. The results of Colowyo's tests indicate that the proper material weight <br />for the Colowyo Mine should be 2,572 Pounds /LCY. Colowyo utilized the <br />average payload (tons) and volume (cubic yards) from the study to generate the <br />material weight listed above. Included under this cover is the supporting <br />documentation from this study. <br />Colowyo requests the Division utilized this adjust material weight for the <br />Colowyo Mine as it reflects actual on the ground conditions on the site. <br />
