Pineda
Re: Colowyo Mine, Permit No. C- 1981 -019, TR -97 Adequacy
Dear Mr. Tennyson:
Your technical revision application TR -97 (changes in channel linings for ditches in the East Pit and West Pit areas
and updates of related SEDCAD modeling) was considered complete for the purposes of filing on December 14,
2012.
The Division has reviewed your revision application, and we have some issues to address.
Please explain why all updates were made to Table 1. Table 1 (page Exh. 7 -14 -6) has been updated with
TR -97, but it is unclear why some of these updates were made. Some updates had nothing to do with the
issues from SL -06 (which is the primary reason for TR -97), including the update of information for the
West Pit Fill ditch and for the East Taylor Pond ditch. Other updates are related to SL -06 issues, but it is
still unclear exactly why the updates were made; for example, the reaches were changed for Prospect
Ditch.
2. For the Prospect Ditch, please explain the relationships of the model elements. In particular, it is unclear
how subwatersheds were delineated. Some are very large (subwatershed L), and some are only on one
side of the channel (L, M, K). Also, why does subwatershed L all drain to Structure 439? Some of it
should possibly drain Structure 4310.
31. For the North Tributary of East Pit Ditch, please explain why drainage areas are modeled as "structures."
When these issues are resolved or within 60 days of completeness (February 12, 2013), whichever comes first, a
proposed decision approving or denying this application will be issued.
Please contact me (extension 8113) if you have any questions.
Sincerely,
4V "-T ;7'
Robert Zuber, P.E.
Environmental Protection Specialist
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
