Vernon, M.D.
Governor 8 6 Executive Director
/February 18, 1986
Mr. Gary G. Van Riper, Ph.D. /
AMAX Minerals and Energy, f/
Exploration and Technical Service
1707 Cole Boulevard
Golden, Colo. 80401-3293
RE: AMAX Climax Facility Groundwater Mo r m
ermit Requirements; Permit Number CO-0000248
Dear Mr. Van Riper:
The division has reviewed the previous reports which AMAX has submitted
regarding groundwater monitoring, including "Groundwater Study Design
Report, Climax Colorado" (December 3, 1984) and "Reply to Comments on
Tenmile Groundwater Study" (June 20, 1985) . Also, the division has
previously inspected the site (August 23, 1985) to evaluate comments
regarding groundwater monitoring at the facility.
Based upon the above information as well as other considerations, the
division has determined that AMAX is still required to install
groundwater monitoring wells near the tailings pond, and that surface
water monitoring in Ten Mile Creek is not in itself adequate to evaluate
groundwater quality. Groundwater monitoring from wells near the tailings
pond is necessary to obtain a timely indication of water quality and a
more immediate indication of any problems which would require
` correction. With the presence of 40 to 60 feet of alluvium below the
tailings pond drains as well as previous occurrences of underdrain pH
values of 2-3 s.u. , there is a significant potential of poor quality
water impacting groundwater. Thus, the groundwater quality in the
immediate area must be assessed from well samples.
As indicated on pages 7, 8, and 9 of the permit, Climax is required to
9 submit its complete design report, and is directed to install a
groundwater monitoring program to establish a data base on groundwater
quality and quantity and to ensure that groundwater degradation is not
occurring and will not occur at the site.
4210 EAST 11TH AVENUE DENVER, COLORADO 80220 PHONE (303) 320-8333
