Colbert,
This letter concerns the application of Climax ':olybdenum for a mining permit
under the 1976 Colorado :-lined Land Reclamation Act. We are particularly
concerned with the wildlife section which contains minimal information.
The ultimate affected acreage of the operation, 4,421 acres, is enormous.
The resulting impact on wildlife will be a great one. There is no precedent
or experimentation for reclamation of such a 1?rge area in the alpine and
sub-alpine zones in Colorado.
The wildlife section states that Amax is requesting a site specific
wildlife review from appropriate Wildlife Division personnel. In this case
we feel the application should be reviewed specifically by experts in alpine
and sub-alpine ecosystems. It must also be pointed out that while the public
is waiting to see the review requested by Amax, the 90 day period for Board
review (section 34--32-115 of the Act) is well under way. Amax has been aware
of the requirements of the 1976 Act for some time and the wildlife section,
which concerns a major impact of the operation, should have been included in
its entirety when the application was first presented.
Under these circumstances, we requests (1) that your office ask for a
review of the application and the proposed reclamation by personnel in the
dildlife Division who are knowledgeable in alpine and sub-alpine ecosystems
and have been or are presently engaged in research in this area; (2) that final
consideration of the application be delayed until such a review is complete
and has been made available for public inspection for a reasonable length
of time.
Enclosed are cow ee ti which were brought to our attention by members of the
public interested in the Climax reclamation. These comments support our
view that the question needs attention from someone who is an expert in the
type of eco-system to be affected.
We hope that you and Mr. 1cCall will give these requests your full consideration.
Sincerely,
Anne Vickery, chairman
Conservation Committee
5255 Pennsylvania Avd.
Boulder, Colo. 80303
