v
STA III III'll CHARD D. LA. 1, Governor
DEN 'lll'llII ►URCES
Ham 999 rector
MINED LAND RECLAMATION
723 Centennial Building, 1313 Sherman Street
Denver, Colorado 80203 Tel. (303)892-3567
C. C. McCall,
Administrator
21 December 1977
Ron Zuck, Environmental Engineer
Climax Molybdenum Co.
Climax, CO 80429
Dear Ron:
I am writing to comply with section 1.53(2) of the Rules and Regulations
of the Colorado Mined Land Reclamation Board. Regarding the permit
application for the Climax molybdenum mine, I am at this time not aware
of any specific deficiencies. Because of the complexity of the ap—
plication and of the mine for which it speaks, I think it must be real—
istically agreed that tqy position on deficiencies is a matter to be
substantiated, ipso facto, by the Board's granting a permit.
At our meeting a couple of weeks ago we discussed some points which
may be relevant to the defense of the application when it comes before
the Board. These include the future "use" of the glory ?hole; the con—
cept of "open woodland" as it pertains to land use; long—term seepage
from the tailings dams; a mill water purge this spring; the nature of
Climax' obligation to reclaim effected land vis—ba vis new research
findings and developments in reclamation technology; and the blessing
of the Division of Wildlife.
As you know, the staff of the State Attorney General and the Division
of Water Resources are reviewing the application. I do not know what
objections, if any, may be forthcoming from those reviews. I will
let you know as soon as I hear something.
Please keep in touch. If we all do our homework I believe the presenta—
tion of Climax' application to the Board should be little more--if at
all--traumatic than was Henderson's: See you soon.
Sincerely
Thomas A.
