The mine is intermittent in operation on lands held by the
Department of Energy (DOE) and is limited to one stockpile of low -grade ore (approximately
0.1% U308). Operations (intermittent or active) are currently pending as a result of the
prohibition of activity currently in effect for DOE leases. As such, all activity is prohibited until
the completion of the DOE's ongoing Preliminary Environmental Impact Statement (PEIS)
pertaining to DOE leased lands. In accordance with the Division of Minerals, Reclamation and
Mine Safety (DMRS) rules all uranium mines are required to prepare an Environmental
Protection Plan which is compliant with Rule 6.4.21 of the Hardrock/Metal Mining Rules. It is
the purpose of this Plan to comply with those requirements. Information necessary to prepare
this plan was drawn from the report Vat Leaching Project, JD -5 Mine, Montrose County
Colorado (Gates and Fox Company Inc. 1980)
The locations where designated chemicals, toxic or acid - forming materials, which will be used,
stored, handled, exposed, disturbed or disposed of within the permit area is depicted on Figure 1.
In this instance the only material meeting this definition is the existing ore stockpile. There are
no toxic chemicals on the mine site and there are no existing or potential sources of acid mine
drainage. The location of affected lands is also shown in Figure 1. The current operation is not
near surface water, and ground water is not expected to be effected by the existing stockpile.
The DOE requires that the facility meet DMRS reclamation requirements at the conclusion of
mining and it is expected the Pending PEIS may identify other requirements which are not
1
Environmental Protection Plan -JD -5 September, 2012
